IN DETAIL: THE STUDENT LOANS (ACCESS TO HIGHER EDUCATION) ACT, 2024

STATE HOUSE PRESS RELEASE

IN DETAIL: THE STUDENT LOANS (ACCESS TO HIGHER EDUCATION) ACT, 2024

President Bola Tinubu, on Wednesday, April 3, 2024, signed into law the Student Loans (Access to Higher Education) (Repeal and Re-enactment) Bill, 2024. The Act is of historic proportions as it seeks to guarantee sustainable higher education and functional skill development for all Nigerian students and youths.

WHY THE PREVIOUS ACT WAS AMENDED

The repealed Student Loan Act, 2023, had some challenges bordering on governance and management, purpose of the loans, eligibility criteria for applicants, method of application, repayment provisions, and recovery of the loans.

THE AMENDMENTS UNDER THE NEW ACT

Student Loans (Access to Higher Education) (Repeal and Re-enactment) Act, 2024 sufficiently resolved the challenges highlighted above and includes the following amendments:

(a)   Establishes the Nigeria Education Loan Fund (NELFUND) as a body corporate that can sue and be sued in its name and has the power to acquire, hold, and dispose of movable and immovable property for the purpose of its functions.

-          This ensures that the Fund can legally enter contracts, including loan agreements, and may also initiate action to ensure repayment by beneficiaries.

 (b)   Empowers the Fund to provide loans to qualified Nigerians for tuition, fees, charges, and upkeep during their studies in approved tertiary academic institutions and vocational and skills acquisition institutions in Nigeria.

-          Build, operate, and maintain a diversified pool of funds to provide loans to qualified applicants and ensure access to higher education, vocational training, and skills acquisition.

-          These amendments ensure that students can apply for and receive loans to cover tuition, institutional charges, and some upkeep.

 (c)   Separates the governance functions from the management operations of NELFUND by establishing a board of directors with a chairman and a secretary.

-          The board’s members are drawn from relevant ministries, regulatory bodies, and participating agencies, including the Federal Ministries of Finance and Education, the FIRS, NIMC, NUC, NBTE, and NCCE, as well as representatives of universities, polytechnics, colleges of education, students of tertiary institutions, and the organized private sector.

-          Establishes a management team led by a managing director, including executive directors responsible for the day-to-day management and operations of the Fund.

-          The President of the Federal Republic of Nigeria appoints the Board and Management.

 (d)   Properly defines the resource structure of the Fund by, among other things, establishing the General Reserve Fund into which shall be paid 1 percent of all taxes, levies, and duties collected by the Federal Inland Revenue Service and accruing to the benefit of the Federal Government, and

-          From which the Fund shall pay amounts payable as loans to qualified applicants for tuition, fees, charges, and upkeep, as well as the Fund’s operational expenses and such expenditures necessary to attaining the Fund’s objectives and functions.

 (e)   Changes to eligibility criteria for applicants

-          Removes the family income threshold so Nigerian students can apply for these loans and accept responsibility for repayment according to the Fund’s guidelines.

-          Removes the guarantor requirement so that students can apply for and receive loans subject to application and identity verification guidelines as provided by the Fund.

-          Student applicants can no longer be disqualified based on their parent’s loan history.

 (f)     Establishes a justice and fairness provision mandating the Board to ensure a minimum national spread of loans approved and disbursed in each financial year.

 (g)    Applicants to the Fund may apply for loans to cover tuition and other fees payable to the school and maintenance allowance payable to the student.

 (h)   Repayment of loans by beneficiaries

-          The Fund shall not initiate loan recovery efforts until two years after the completion of the National Youth Service Programme.

-          A beneficiary may request an extension of enforcement action by the Fund by providing a sworn affidavit indicating that he/she is not employed in any capacity and is not receiving any income.

-          Only a person who provides a false statement to the Fund under this section is guilty of a felony and is liable to imprisonment for three years.

-          Makes provision for loan forgiveness in the event of death or acts of God causing inability to repay.

The Act effectively removes the previous encumbrances found in the first iteration of the Act, and paves the path for the protection of Nigeria’s future by ensuring that citizens have the means to fund their education, acquire critical skills, and become productive contributors to national development.

HOW TO SEDUCE YOUR HUSBAND

HOW TO SEDUCE YOUR HUSBAND

1. Don't be ashamed of your sexuality

3. Find out which time he enjoys making love; is it at night or in the morning and make your advances then

4. Make use of his penis when he wakes up with a hard on. Check if he is hard with your fingers or butt

5. Undress him. Help him remove his clothes as you tell him naughty things

6. Send him flirty text messages and voice notes when you two are far from each other

7. Sometimes initiate the kiss

8. Find out which part of his body excite him. Is it his nipples, back, his balls? Touch him there

9. Wear something sexy and revealing just for him, or wear nothing at all

10. Find out if he is a boob man or a butt man and flaunt that part of your body when next to him

11. Let him know when you are wet

12. Take his fingers and lead his fingers either to your nipples or to feel how wet you are

13. Ask him to join you in the shower

14. Sometimes take charge. Let him relax, you be the one who pleases him with massages, ride him

15. Let him know when he makes love to you right and ask for a rematch

16. Passionately tell him what you want him to do to you and in you. Make him feel needed

Show him that you too enjoy sexual pleasure; his sexual pleasure

How I lost a #100k paying Job After Service

It is no News that Immediately after NYSC service over 90% of youth Corpers become Job seekers Carrying Files Here and there

But That wasn't really my case

I actually got an opportunity for a #100k job just immediately after my Passing Out Parade from a Family Friend which I ended up Wasting away

My name is David Olumide, I am a graduate of Business Administration from University of Nigeria Enugu Campus

Just After my P.O.P, a Family Friend who worked in an Automobile Company Alerted me that Her company was looking to Employ Salesperson and Digital Marketers to market Automobile Parts and Attract New Customers

Immediately I heard how much they will going to pay as start up salary, I didn't listen to the Full Job Description Again

One Hundred Thousand Naira Monthly?

Omo where do you want to see this kind Job in Nigeria Current?

Thinking it was what I thought a Salesperson was,

I Told her I can do it

But She asked me if I knew how to sell

And what do you expect me to say, No?

Habba #100k per month, I told her yes of course I can sell anything

Then she gave me details on the interview Date, Time and when I was to come

I started preparing for it and Left Abuja Few days after to Lagos for the One in a million good job interviews, a rare opportunity to find

All that was in my mind in that journey was

"If I get this job ehh, omo I don turn Big Boy ooo"

Like only a very small percentage of people can get a job paying this much after graduation  without sorting here and there

Got to Lagos, prepared myself and the Next 2 days I was off for the interview

Omo come and see my Packaging

See eh!

When a Friend of mine back then told me to Learn

 Digital Marketing or

 copy writing or

 Data Analysis

I was doing Stubborn Head, saying it wasn't necessary

Now I understand

Got to the interview, summited my file to the guys

I think they were pretty impressed with my 4.56 CGPA because one of them nodded his head

Which I thought was a plus for me

Then The first question after my Basic Introduction and a few stuffs

"Do you know how to sell?"

This same question

I was beginning to think that there is something about Selling I Didn't know, because for me

"Who no Sabi sell na?"

Yes, I said

Then Sell me this  , one of the interview guys said

'Omo see me see Trouble'

Then I knew I was in for it

To cut the long story short

I basically Embarrassed myself there

When I was asked how do I tend to sell their automobile parts and why should they employ me

You needed to see how I was sweating under AC

A first class student like me, Kai

I got Turned down

My Family Friend was really disappointed

When I came out of the office, I made a Vow that I will learn this Digital Marketing and Selling thing

So I started attending webinars, watched YouTube, Read books and so on

Little did I know I could do digital marketing on my own as an affiliate for different product owners and services Until I saw a Free  Video Training on Affiliate Marketing by Boss Kayode..

That was the game Changer

Thank you Mr Kayode for all you Do

At first I was skeptical about it, but it was Free Na,

"Who no like FREE things?"

So I Started watching the training, jotted so many things

At first I thought he made a mistake to give all this Info for free

So immediately I finished it, I called Him and asked some questions which he answered

Then I decided start my Affiliate marketing journey with his help

My first month was Basically Learning how it really worked

And in the next month, I implement everything I learnt and made 4 sales

Now each sale gave me 25k in commission, which was total of 100k that month

Kai, Las las Every Disappointment is a blessing

I don't have a Boss

I am my own Boss

I work when I want and with just my mobile phone and yet use the same skill that made me lose a Job to make more than what the Job was offering to pay

All from my One bedroom apartment

Then I knew that, what I was considering Big was really not big, if I knew how to really sell stuffs online

I have made X3 what I was meant to be paid monthly in one Month

Omo if you are reading this now, and you are a Serving Corper or a student or you just finished Serving

Here is my little Candid Advise

Instead of looking for a Job straight away, learn one of this High income Skills

Touchy story

I decided to braid my hair in a roadside salon and while waiting for my turn as a few others came in before me, I noticed a woman loosing hers; the one helping her to undo the old braids was carefully keeping the attachment on a side desk.

I wondered why and what use the old attachments would be because I know they are usually thrown away.

They were done with loosing the client's hair and the other stylist asked her, "e go reach?" She replied, "I fit manage am". The owner of the beauty shop asked her, "Did you get permission from her?" (the client). She replied, "Yes ma". Another stylist interjected at once, " But your hair long na, you for just braid your hair".
The woman replied with a smile, "a new teaching job wey I manage get and dem say I must appear neat, how you want make I carry braid for one month before I see salary do better hair? Abeg e no good". Then she went in to wash the client's hair.

Well, I concluded that she was a new teacher on the job who couldn't afford a new attachment to make her hair so she decided to beg a customer to allow her to use her used attachment, and I found this funny, very funny indeed. I've never heard of such. I am used to the 'loose and throw away' practice but in this regard, what do I know? I learn every day.

The beauty shop owner was done with her customer and the customer left making it now my turn and we needed more than two hands to pep me up. The hair-making started at once and I tapped the woman making my hair and asked, "I'm sorry for disturbing but it seems your customer forgot to throw her attachment away". With a smile, she replied, "No ma she didn't, I pleaded with her to give it to me so I can use it to make mine". I was like, πŸ˜²πŸ˜’πŸ˜” "oh, ok but sorry again, it is already used". "Yes ma", she replied, "it is and that's because I can't afford new ones for myself".

Drawn by compassion I took out some money from my bag and gave her to buy two packs of attachment for herself and make her hair.
She ran to her madam to tell her and came back kneeling in front of me in appreciation.
"Please don't kneel for me, I'm not God."

"You're welcome", she kept saying repeatedly, and, "You are embarrassing me", I said, jostling her to stop and be herself. She quickly ran off to buy the artificial hair and returned still genuflecting the more in a show of more appreciation.

I dozed off intermittently while still under the 'manipulating' hands of the stylists and once they were done putting my hair into a new look the other woman who came with her daughter to braid her school hair, asked me, "Sorry ma, are you a parent with ......... school?"
I replied, "Hope no problem?"😁. She said, "None at all but when you walked in my daughter said she recognized you as the woman I've been looking for".
I was curious but replied, "Ok, I'm a businesswoman and a caterer what do you need me to sell to you?"
"Nothing," she said as she continued, "I sent my nanny to pick up my kids from school and I don't know how they fixed the eraser of a pencil into the nose of my toddler. I was told the nanny panicked and she tried her best to take it off but it stuck there. The driver tried and no way. She then ran into the school to the headmistress's office and she too was panicking and crying but a certain parent took my baby, calmed her down then sucked the item out of my baby's nose with her mouth".

She continued, "I have told the headmistress several times that I want to see this woman but I was told you traveled and that your nanny takes your kids. I requested your contact which they declined giving me with a reason that they needed to seek your permission before giving it to me. Later, I was told you instructed them not to give it to me and that they should tell me not to bother because you did what any mother would do. I was shocked because I am their mother and I can't suck my kid's nose. I prayed for you, oh, and when you walked in, my daughter shouted, 'mommy she's the one.'

"Please if you don't mind, let me pay for your hairdo, please, and today you must give me your contact. Please, God! So good people exist? Madam, I'm so grateful. Thank you!"

I was awe-stricken. This thing happened some two years ago...2016 to be exact.

The memory of the curious event played back as I stood looking into space.
I saw everyone at the office crying and shaking and shouting 'the blood of Jesus!'
"What happened?" I asked a teacher, "She was playing and put a pencil eraser in her nose", she said.
"Can I see her? I quipped. "Yes ma", replied the visibly shaken staff.

I took the baby from them and observed her closely. I saw what it was, and noticed it was deep into her nostril.
"Well", I found myself saying as I asked for some pieces of wipes which I used to wipe my lipstick then placed my mouth on her nose and sucked out the eraser.

Did it come out the first time? It didn't, but just some salty sticky semi-liquid substance. I sucked again and again and there seemed to be a shift and at the third time, it was out, into my mouth.

The onlookers were so happy that it sounded like a celebration of a sort.

Two years later I'm now friends with the mother who happened to be a wealthy successful business merchant. 😎.

Why am I relaying all these?
It costs us nothing to be kind. Keep sowing the seed of kindness and one day you'll reap it. Every day you go out, make one person smile.

The reason why by God's grace I am where I am even though I'm still hustling, is spreading and planting seeds of kindness. I used to be a nice person but I became addicted to being nicer after surviving a coma.

When you face death and win, then you will know there is nothing in this life. When we die, we go with nothing and only your good name will speak for you and your generations.

Being kind isn't expensive. Try selling it.

Trending Story on Social Media

The video below is trending. You can watch it and come back to read my analysis.

Whenever you hear stories like this, the first duty you owe your brain as a rational human being is to question the story thoroughly. I am not saying the story may not have happened, but when you rationally evaluate the merit of the story, you can then decide if the story is worth believing or not. I will give you the following guide.

1. She was reporting what her friend told her. So, the first thing that should register in your head is that the story is not from her. It is what Nigerians call "them-say-them say." In other words, she is not an eyewitness. You can't hold her story on the same level as you would an eyewitness.

 2. Even in the them-say-them-say. . . Three important pieces of information that are the pillars of the story were missing

A. The name of the Nigerian man deported. Who is he?
B. The name of the priest. Which Rev Father?
C. The parish where it happened. What is the name of the church and address?

Even if the three were not given, at least one might suffice. But none were given. So, how can you authenticate the story?

3. Based on the points above, your rational brain ought to be drawing a conclusion that the story is possibly a made-up story. Or, even if it is true, the story did not happen the way she narrated it. There could be some missing details just like how she chose not to reveal the identity of the 'three pillars' of the story. Maybe with those missing details, you might see the story differently.

Now, let us look at the story presented.

4. The sacrament of confession is different from a counselling session or a moment of discussion with a priest. You may come to me and discuss some of your personal stuff with me, but that does not make it a sacramental confession. If it is confession, which all Catholics know, the priest is bound by what is called a confessional seal. It means that whatever he hears in confession, is NEVER revealed even if you have a gun pointed at the priest's head. Even if the person who confessed the sins is dead.

So, in the story, I can almost with certainty tell you that even if what she narrated happened, it was never in the context of confession that the priest got to know his immigration status.

 5.  If you challenge my conclusion on point number 4, then I dare the lady or anyone, to provide the name of the priest and the parish. Once you do that, I will help write a petition to the priest's bishop.

This is because every priest is bound by confessional or sacramental Seal.

According to the church teaching in Canon 983.1,

“…It is a crime for a confessor in any way to betray a penitent by word or in any other manner or for any reason” (#2490).  A priest cannot break the seal to save his own life, to protect his good name, to refute a false accusation, to save the life of another, to aid the course of justice (like reporting a crime), or to avert a public calamity.  He cannot be compelled by law to disclose a person’s confession or be bound by any oath he takes, e.g. as a witness in a court trial.  A priest cannot reveal the contents of a confession either directly, by repeating the substance of what has been said, or indirectly, by some sign, suggestion, or action.

Therefore, from the time a person makes the sign of the cross and begins “Bless me Father for I have sinned” to the last words of absolution, the information exchanged between the priest and the penitent is protected by the sacramental seal.  Even if a confession is made in a less formal atmosphere or in a less formal way, if a priest imparts absolution, what he absolves is under the sacramental seal never to be revealed by him.

Now, following The Catechism of the Catholic church (#1467) and the Code of Canon Law (#1388.1) “A confessor who directly violates the seal of confession incurs an automatic excommunication."

The punishment is clear. You are suspended and excommunicated. So you see, what that lady is narrating is not a small or laughable story. It is not something you do just for content creation.

If it is investigated and discovered that the priest revealed what was told to him in confession, the priest loses his clerical state...he is automatically excommunicated. And if it is discovered that it is a made-up story, the lady faces sanctions for lying and deceiving people.

If you provide me with the details, I will follow the story up and make sure the Nigerian brother gets justice. The priest will be suspended and excommunicated automatically.

And if it is a made-up story, that lady will be arrested for deceiving people with lies.

In all these, it is the shower cap of the lady I found very funny because it made her head look like a frying pan.
